Government & public sector
Everything we can do for a public body, in one place.
Public institutions rarely have one kind of problem. A single ministry may need a citizen portal, a control system assessment, a public information campaign and a programme it can defend at audit. We are structured to take all four.
Why one firm
Fewer suppliers, one accountable team.
Splitting a programme across four specialist suppliers moves the integration risk onto the public body, which is usually the party least equipped to carry it. Every interface becomes a meeting, and every delay becomes somebody else’s fault.
Nelnationale runs 39 distinct services across six practices from one bench, in 4 offices across Nigeria and Canada. Where a programme genuinely needs a specialist we do not have, we say so and help you procure them rather than pretend otherwise.
Each service below has its own page setting out what is included, how we run it, what you receive and what it does not cover.
The full offer
Eight areas, every service linked.
Grouped by the problem a public body has, rather than by which practice happens to deliver it.
Elections & Political Advisory
Support for candidates, parties and campaign organisations through the electoral cycle, run on verifiable claims and lawful campaigning.
Governing & Institutional Communications
The communications function an office needs once it is in power: public information, constituency reporting and the discipline to report honestly on delivery.
Digital Government & Citizen Services
Portals, service applications and the search visibility that lets citizens find a service instead of queuing to ask about it.
Critical Infrastructure & Utilities
Control system security and operational technology for power, water, transport and public industrial assets, assessed against IEC 62443.
Cloud, Data & Cyber Security
Migration, data platforms, applied AI and the security posture that public bodies are increasingly required to evidence.
Programme Delivery & Public Financial Management
Delivery governance, internal controls and process improvement for programmes that must withstand audit and public scrutiny.
Public Information & Awareness Campaigns
Broadcast, social and event capability for health, safety, civic education and public awareness campaigns that must reach people who are not online.
Workforce, Skills & Mobility
Workforce planning, skills programmes and support for agencies working on employment, migration and internationally trained professionals.
How we work with public bodies
Four commitments we put in writing.
Public work is spent in public. These are conditions of the engagement rather than marketing.
Open procurement, plainly priced
We respond to tenders on the published terms, price on a public rate card basis, and disclose any conflict before it becomes one.
Evidence over assertion
Public money buys reasoning, not slogans. Every recommendation carries its assumptions, its cost and the source of its numbers.
Reporting that survives scrutiny
We build reporting that assumes an auditor, a journalist and an opposition researcher will all read it, because eventually they will.
No undisclosed influence
Where our work is advocacy we register and disclose it. We do not run covert influence, fake grassroots or undisclosed lobbying for any client.
Procurement
Working with our procurement team.
- Tenders and RFPs
- Send the documents and the deadline. We will confirm within two working days whether we intend to bid, so you are not waiting on a silent no.
- Framework and panel arrangements
- We are able to work through prime contractors and framework panels where direct award is not available.
- Pricing
- Day rates and fixed-price options, quoted against a published rate card. Currency is agreed before work begins.
- Sub-contracting
- Where a programme needs capability we do not hold, we name the partner in the bid rather than after award.
Next step
Send us the tender, or the problem.
Either works. If it is a tender we will tell you quickly whether we are bidding. If it is a problem, we will tell you what it would take to fix.
